Called my agent. They said they'd call the buyers agent and see what happened. Buyer's agent confirmed all they did was notify the power company that they'd be the responsible party starting the 28th of April. So it seems the shut off is squarely on the shoulders of the power company, and they are refusing to tell me why it's shut off.
There are several things you can do....
* File a formal complaint with your state's Public Utility Commission (or whatever your state calls the utility regulatory body).
* Call your state representatives (not your federal - but state) - state legislature for assistance with the state PUC. Also, ask to be connected to the various state legislature and senator offices that write the laws for the utility companies in the state (the legislative utility committee). You want to make a formal complaint with them.
* Last call the utility CEO's office and file a complaint with the CEO's office (not their consumer office). Be sure to tell them that you have already filed a PUC complaint along with a complaint to your state legislature utility committee.
Essentially, you want to generate as much grief towards the utility company's CEO as possible. Crap flows downhill very quickly.

These additional five days could help households receive assistance funds or come up with the money to keep their energy services. Legal recourse against the power company or the buyer? I doubt the buyer had the expectation that the power was going to be shut off. Usually all that happens is they either send a reader out to get the reading at point of transfer, or it’s automatic if you have a digital meter. This sounds like the power company screwed up, which you’re unlikely to get any judgement against. If your interest is getting your power turned on I would suggest you call the power company and tell them you need it on now. There is never nobody available to turn the power back on.
So I just got off the phone with the power company. Here's all they're telling me. Which is mostly info I already had from the previous time I spoke with them.

- at some point today, our power was shut off. She wouldn't tell me why. But did confirm it was shut off intentionally.
- she said my account is in good standing, and active. She confirmed it's scheduled to transfer over to the new owner on the 28th.
- she confirmed that in order to turn the power back on they will need to submit a work order, and they don't know when that will be fulfilled, but likely "days".
So to confirm, the power company shut the power off on purpose, but won't tell me why. And they can't turn it off without a work order.
To be clear, this is the power companies problem. Not the buyer.
In Oregon a resident has a right to be notified of shut off. I'm wondering if they'll just say "oops, this was an accident just like any other outage" - even though it wasn't. It was shut off.
I get accidents happen, but the power company is refusing to tell me why my power was randomly shut off. And now I'm out like $300 in groceries because I've been without power for almost 9 hours and they're saying it could take "days" to restore it.
As someone who works with a power company,
If the power just shut off, that means you might have a remote smart meter. We only make physical visits when the meter is not a smart meter but you would have also noticed someone physically coming by to cut the meter to begin with it wasn't a smart meter. They should just be able to reconnect the service remotely once you established responsibility. I would call back and speak to a different rep because the original might be confused.
As someone who also works for a power utility and talks to other power utility personnel in my state about disconnect and other customer service related company policies - disconnection on a Saturday for any reason other than an emergency or outage is extremely abnormal (in my experience).
I would also recommend speaking to another rep. You may have gotten an after-hours on call rep (or even a third party who handles their after-hours) and they are just wrong or confused.

I would call back and request a supervisor, they should be able to make sense of this. It seems to me this could be an off in error. The supervisor should be able to look at the account and see who requested it off and why.
Request a claim form for the damaged food. Keep your receipts from last grocery purchases, you will need to provide them.
Request the supervisor review the call requesting to shut off power. It could be someone gave the wrong address, but that doesn't explain why someone was allowed to turn off your power. Where I work, we request verification of the account before we can turn off the power, and that normally means the last four digits of the Social Security number or a password that was previously placed on the account.
I would speak to a supervisor as soon as possible, and if it hasn't been too long since your power went off, do not open your refrigerator.

I'd say, if it is all on the power company, that the buyer submitted paperwork on the 12th to have the bill transferred as of the 28th. It is possible someone read 28 as 20 and shut off the power. Either way, it seems like you could call up the ranks at the power company and insist they not only turn the power on immediately but also compensate for the issue (provided there was never a request to turn it off.)

That's not how it works. I've bought 3 houses. Responsibility of utilities always transfers. You don't just get your power shut off.
But to answer your comment
- I wasn't even aware the buyer had called the power company. The lady on the phone guessed that who it was, but she didn't know
- it's not my responsibility to update the power company when 1.) I didn't even call them, and 2.) the extension was a result of the buyer having to extend, not me

I would call back and request a supervisor, they should be able to make sense of this. It seems to me this could be an off in error. The supervisor should be able to look at the account and see who requested it off and why. Request a claim form for the damaged food. Keep your receipts from last grocery purchases, you will need to provide them. Request the supervisor review the call requesting to shut off power. It could be someone gave the wrong address, but that doesn't explain why someone was allowed to turn off your power. Where I work, we request verification of the account before we can turn off the power, and that normally means the last four digits of the Social Security number or a password that was previously placed on the account. I would speak to a supervisor as soon as possible, and if it hasn't been too long since your power went off, do not open your refrigerator.
Why didn’t the power transfer to billing buyer? It doesn’t make sense it was just shut off When I sold my house last year, I ended up not being able to get the power transferred TO the buyer, and paid 1 months’ utilities on their behalf…. I was pissed but definitely your situation is worse
The buyer hasn't close yet. I still own the house until the 22nd. Literally nothing should have happened yet. No transfer, and certainly not power shut off.
I'm confused. How did they give you the April 12th date for when the request was made to transfer the power? They have some sort of documentation as to who asked for the power to be transferred and when it was supposed to happen. They didn't come up with the exact date of the 1st closing date on their own. I'd say, if it is all on the power company, that the buyer submitted paperwork on the 12th to have the bill transferred as of the 28th. It is possible someone read 28 as 20 and shut off the power. Either way, it seems like you could call up the ranks at the power company and insist they not only turn the power on immediately but also compensate for the issue (provided there was never a request to turn it off.)

That's not how it works. I've bought 3 houses. Responsibility of utilities always transfers. You don't just get your power shut off. But to answer your comment - I wasn't even aware the buyer had called the power company. The lady on the phone guessed that who it was, but she didn't know - it's not my responsibility to update the power company when 1.) I didn't even call them, and 2.) the extension was a result of the buyer having to extend, not me Think about what you're saying.
