Their claim is that kidnapping and holding them isn't a felony in certainly countries. Your example doesn't prove them right at all. And it may be true in some places. I don't know. I just think it's silly to make that claim, with no evidence it's true, and then expect other people to provide the evidence. It's not like they asked if it's true. They stated it's true, but seem to have no idea where.

I know it doesn’t. I’m just commenting on the fact that there are jurisdictions, including those within the United States, that mitigate the severity of kidnapping and similar offenses depending on the disposition of the victim.

No. Every single country in the world criminalize kidnapping as a serious offense. Not every country has the equivalent distinction of "misdemeanor" and "felony" like the US does, but kidnapping is always considered serious. Obviously, the severity of the punishment can vary from country to country. In some countries, enforcement and judicial outcome can vary. Maybe there's widespread corruption that would let someone get away with it, but that's about it.

How would anyone here know the kidnapping laws of every country? It doesn't seem to be "widely practiced" but let us know of which countries and I will try to avoid them.
