Not only nordic. Here in Portugal you also have pretty rigid names when naming a baby for example.
Don’t know about changing names. But foreign names usually aren’t accepted unless one of the parents is foreign, this is one example
I didn't even know this was a thing before having foreigners comment on it, and now that I think about it...it really is weird! There even is a considerably small list of names we are allowed to have. In our classes there are usually 3 our 4 João's and Pedro's and I don't understand why we can't be more original!
Here's a little bit of the last message I received from the tax authorities that says...
(We have received your message about a change of name.)
So that's why I said they
I don't know... My mom said there's nothing more we can do about it and also said... everyone you work with... knows about your new name and also your friends. So that's good.

Unless she's a lawyer, I wouldn't take her fatalism at face value. There are things you can do. Contact a civil rights lawyer or local LGBT groups. Research your ancestry, often the restrictive renaming laws have exceptions if you can trace ancestry to a nationality where the name is accepted.
If you're over 18 you could even send a letter petitioning King Harald V to make an exception for you.
Try getting a lawyer, it might take a bit to find one that isn’t transphobic depending on location but you might even be able to find one who will do it pro bono (free)
Would it be possible for you to change your name to a Norwegian name that's slightly similar to Ryan? That way your documents will reflect your identity and you can just tell people that because of the similarity everybody calls you Ryan

I don’t know the laws in Norway, but most bureaucracies respond to the same tactics. I’d recommend first finding out which office is in charge of the name change and making some appointments there to discuss in person.
It may be a very simple thing that isn’t obvious from the form. Just take the form and any documents that may be relevant, dress professionally, and be friendly. Don’t leave until you understand the issues and don’t be afraid to ask any questions, no matter how small or silly they may seem. They are there to serve you.
If that doesn’t work or is too difficult, you could contact a local lawyer with experience dealing with that office. Sometimes, just a polite letter from a lawyer will accomplish more than you could do in fifty hours.

Certain countries, including some of the Nordics, have laws that kind of limit names to culturally traditional names. I think a lot of those laws were adopted partially to prevent parents from giving their kids weird names (on the premise that it is cruel to the child) and partly with the idea of preserving their ethnic traditions.
For those of us from countries where naming is a free for all, the notion of having a name refused just sounds odd as hell.
It may be worth talking to the government office in charge of name change. They should be able to explain the reason for refusing your name change. You can also ask them if there is a way to appeal the decision.
For example, Denmark is strict on names (they need to be from an approved list etc.) but you can appeal and they will consider adding it to that list.

Norway is one of those countries that literally has a law governing what names are allowed. The grounds could literally be Ryan not being on the approved list of Norwegian given names.

Agreed. It can probably be circumvented by an official change in sex designation or getting a gender recognition document issued. Whatever the local way of changing your gender in your bureaucratic paperwork is. For me in Canada, it was a birth certificate change request. Not sure what mechanism Norway uses.

Could you try it again with a Nordic name that sounds similar? Or that just looks similar and just go by Ryan still? My registered name is not the same name my friends use with me, either.
Can you make it a middle name? Many names go well with Ryan like Frank Ryan, Otto Ryan, Werner Ryan, etc. Is there a database of allowed names you can look up? Maybe there's a version of Ryan in your language, already. if there is, then "Ryan" can easily become your nickname.
Personally I think everyone should get a freebie. Obvious reasons for trans folk, but like what if you just don't like your name. You should get one free redo, like a psn username

I only Sign with the first letter followed by last name. That should always be an option.
Yeah that's a solution, in my country you have to sign by full name so I didn't consider this option but it's a good one
