That would be extremely extremely stupid. Why then would you allow players to buy it now if it's on the free track of the battlepass? It would be borderline deceiving customer because the appearance of it in the shop right now means you can't get it from battlepass. It's not like a past battlepass announcer either because it's available right now in season 3 section.
The pv which shows battlepass content only shows 2 announcer for the battlepass and patch note mentions adding an announcer directly to dispenser in section 7. The battlepass right now only has 2 announcer slot that i can see at lvl 80 and 120. It would be the most scummy action that PM could do if Yuri announcer is meant to be free while everything right now shows that paying money is the only way to get it, and many people already did.
