The IOR is responsible to supply the correct HTS and be able to provide documentation/confirmation of that. Depending on the customs broker they may or may not perform their due diligence regarding that. Some brokers can provide the classification assistance for a fee. CBP may not validate but they can audit at any time

Carriers do not check, change or advise of HTS codes because they directly affect the rate you will be charged by Customs. Customs will audit packages and do open them to verify the contents. The quickest way to get Customs all over you is to use incorrect HTS codes or lie about the value of the goods in the package.
