This will probably vary by company but more than likely it lies with a dedicated account rep. Account reps should be flagging wholesale orders and ensuring that the SOP's are followed for that client to that retailer. Ideally the client and the 3PL lay out exact requirements that are needed by wholesale channel, the rep has a file with all those requirements and is able to work with a warehouse or shipping manager to verify a wholesale order is prepared and ready to ship.

I've worked at a few 3PLs and only my current one had someone dedicated to overall compliance, but even then it's still limited. Much of what I've seen is every client has different agreements with retailers based on when they started working with them. I have a multi client warehouse with 2 clients shipping to the same DC for a retailer and one is full UCC pallet and container, the other only requires a packing slip. Both are going on the same trailer. Sure we could UCC all of them, but why would we do work not built into the rates. Next you get into companies that "specialize" in retail compliance and open up the absolute abyss from hell that is SPS Commerce.

As mentioned above, it's typically the account owner, either sales or client success. That person would work internally with Ops to communicate expectations and then project manage the process until it was in place and running correctly. I did this while I was running account management for a 3PL working with clients shipping to Walmart, Costco and Target. Generally, 3PLs do not give their clients direct access to Operations because they have more than enough to do and they also aren't the best at glad-handing difficult clients.

Some 3PLs do not have a single dedicated role for vendor compliance. For us. all of our Account Executives (AEs) are responsible for understanding and following the requirements of the retailers they are shipping to. That means communicating with retailers to get the most up-to-date copy of the vendor compliance/routing guide.   AEs should be experts on one of our top 10 retailers. For example, an AE who is the go-to person on questions about shipping Walmart, another AE for Target, etc. All of this might be overseen by a Director of Client Relations and Senior VP of Retail Logistics.
