No, you don't need to, you only need to present *some* used bullets casing to the police before you purchase new bullets to prove that you are not stockpiling ammunition. Only after that you can obtain the permit to buy new bullets.
For the renewal of gun license, only medical checkup (for person above 60 years old), good behaviour and annual shooting test are required to renew your license.

If you ask the right person, they will bring you to a quiet place, present the guns to you, and charge you 4 or 5 figures ringgit per unit. And if you decide to pull out due to the expensive price or something else, they will block the exits and threaten you in various ways to force you to buy one.
