It's not. Going zero covid is stupid if you can't afford it. Covid are like waves, when they go up if you don't do anything drastic hospitals will be full.
You need to either go CMCO when hospitals are starting to fill up (50%) to prevent it from spiking further, or do shorter MCO whenever hospital capacity reaches 80%.
Indonesia didn't do any lockdowns early because we simply can't afford it. Yet the government had to do it anyway during the delta wave. We experienced milder version of india's wave and even with lockdowns there's so many excess deaths even crematorium and grave diggers had issue keeping up
