The hammer seems to intrinsically sense who is and isn't worthy on a get go.
Can it be earned or is a you always were going to be worthy or not
In Loki's case I think he'd personally still believe he was unworthy which would translate into him not being able too
But again he's satisfied in his own way
I think it would be a Thanos using the gauntlet to turn himself into Eternity and not having a physical form who could wield the gauntlet after, type situation.
Loki being a key component of the branching timelines, I’d imagine I could even go so far as to say that he his essentially all the timelines of all the universes and as such doesn’t really have a physical form of his own, although there is a piece of himself holding the branches on the throne, that piece can’t actually let go and be in a position to where he could hold mjolnir.
