Ironically they feed on the Tree of Heaven, which is an invasive tree.
You can spray the nymphs and the adults with a sprayer that’s filled 2 parts 30% vinegar, 1 part water. Saturate them and the vinegar kills them. Be careful spraying around flowers, because that mixture will nuke sensitive plants. Trees shrug it off.
Or you can just put the boots to them… medium style.
Last I checked it said you can report them but they're generally not going to do anything about it. Seems they're accepting that it's not going to be possible to control

There's 1000s of these high in each tree. You can tell by seeing all the low level shrubs looking like they are covered in piss. They release a sugary discharge as they eat.
Feel free to kill but there's 1000s up above either way.

Vinegar, sprayed in a stream, (straight or with a bit of dawn), will kill the black and white (smaller nymphs) as well as the ones that turn spotted red, before becoming the lager mature version which are harder to kill and smash. As someone else said, they cannot see straight in front of them. So I actually hitting them on a wall is easiest coming in from in front and slightly above with a flyswatter or flipflop! On the ground, stand beside, facing the same direction as they are and with the leg on their side, raise foot and knee, and come down with a horse-like pawing motion that can usually get them before they see it coming. Good luck. Report them if you see many to local DNR.

The ones in my yard also feed on Porcelain Berry vine, which is another invasive plant (related to grapes) that grows freaking everywhere here.

Raid perimeter spray is eh.. and it kills the pollinators. Dawn dish soap and water in a spray bottle kills them and saves your plants :)

They come in black with white spots at a younger age.
