It's the egr passage inside the intake manifold, its plugged. Pull the egr back off and use wire to clean the passage there the intake. Brake cleaner alone ain't getting it out. If you open throttle body you can see where it comes out.

What he said. The carbon is going to be harder than a wedding prick, spray cleaner won't do it.

The_machine80 beat me to it. The intake passages clog up where the hot exhaust gas meets the cool intake air. Some models require removing the intake manifold to fully remove the carbon buildup, others require replacing the manifold and/or pipes for the egr. If you don’t have the extra $ I’d pull it apart and get long brushes and some foaming intake cleaner from an auto parts store. The chemicals are real nasty so definitely wear gloves.
