Is this the front or back of the vehicle? Looks like a part to make the wheel well liner more ridged but I need more images from different angles to be sure.

You’re missing your windshield wiper fluid reservoir
That's the bumper cover support bracket. In your application, it holds the splash shield and also snaps the bumper cover in place.

I think “rigid” is the word you two are looking for
I’d be searching for rear “wheel well liner bracket” for whatever yr make and model car that is.
