Yes, these were made by Sailor Pen of Japan. Throughout the 1970s and 1980s, they made lots of writing tools besides fountain pens. These included general use and drafting mechanical pencils, 2mm colored lead lead holders, executive style ballpoints and pencil sets, rollerball pens, multi-pens, etc. One of the issues with Sailor is that around the mid-80s, they switched from metal clutches to resin ones, even in many of their executive and high-end models. This greatly affected durability – many just turn brittle and fall apart over time.

See if you can open the cone and check if the clutch is metal.

I checked the pen, the whole barrel is one solid piece, no where that I can see that can unscrew the cone. Physically tried to twist it anyway, but nothing moves. The only piece that I can remove is the knock, but that's only for refilling the lead.
