People have minor crashes all the time. It’s genuinely not news unless it was caused by bad behaviour or there was some other concerning pattern. Honestly bit of a lol that the leader of the opposition was driving an old colt round town

Then in that case, you were majorly out of touch with the ALP. He had been leader since 2013 and fought and lost the 2016 election. If you failed to know the opposition leader who had already been through a campaign, then that's on you.
Much more famously even than that though, he was the quintessential faceless man behind Hillary replacing Rudd. He was all over the press for that.
Then he was instrumental in Rudd replacing Gillard three years later!
He was definitely well known.
This happened to a friend of mine a few years back, drunk driver cleaned up half a street. She was not insured. A few people whose cars were damaged, tried to sue her….. she filed for bankruptcy.

Even if she was insured, driving drunk voids the policy. You claim with your own insurer and as you can identify the other party, you don't take the hit; your insurer loses out.
I recently had a man smash my windscreen in a road rage incident. The police wouldn't release his details to my insurance company or me. I ended up getting the excess out of him via his diversion order (I had dash cam footage identifying him) but by no means were the insurance company able to go after him for the entire bill.
From what I remember of the story, they were notified she didn’t have any insurance by the cops so they were left with the choice of paying their excess or suing for recompense.
While I don't doubt that the cops may have said that, the language in insurance policies is clear on the matter,

In saying that though, my partner was in an accident in his work car (very much not at fault, was T-boned by a driver at an intersection while he was driving straight) and his company had to pay the excess to have the car repaired immediately. I assume they will have this refunded? Apologies for my ignorance, I’m lucky enough to have only been in one small accident in my life so don’t have a lot of experience with insurance.
Commercial insurance can enjoy custom terms in its underwriting so it's hard to comment on the ins and outs of that situation, but one constant is that insurers are not charities. If there’s a party they can extract money from, they've got the Magistrates’ Court forms prefilled and ready to submit.
I wish I could remember the finer details of my friends situation but I know that he ended up wearing the fact his car was destroyed (it seemed really unfair as it was through no fault of his own) - thank you by the way, I appreciate you taking the time to explain!

Out of curiosity, if the driver had one alcoholic drink fairly recently, like 20 minutes ago and didn't eat much, but was distracted on a phone causing this accident, is it still "intoxicated driver crashes or does the real culprit show through?

All TAC claim numbers start with the last 2 digits of the year of your accident, then / another number.
Someone who was injured in 1999 will have 99/12345. Someone in 2024 will be 24/12345. I can't remember if it is 5 or 6 digits after.
That number sticks with you for life for that accident. If you have a second accident, you get a new number, I have seen people with multiple, such as 96/ then 14/ I have seen some very old numbers 82/ is the oldest, a few 83 and 86, a lot 90s and now obviously 00s and beyond.
My own partner has a 23/ from a guy running a stop sign at the end of his own street and cleaning him up.
