I’m pretty sure with Windows at least they used convenient excuses to not worry about old code with ~ version = 9% for all the old windows OS.
That's what I was told. Easier to parce for Windows 9x than it was worth making changes from 95 to 98
Windows 95 and 98 were often referred to as Windows 9x, Windows 9x programs are most definitely not compatible with Windows 10+
