Mr Torgue is a character from the game borderlands. The guy is pure muscle, is always screaming about something being badass and explosions. He is a manufacturer of weapons, all of which have the feature that they make a lot of explosions, because explosions are badass. And for him, everything is about being badass. He is portrayed as this super macho guy, but without any of the negative connotations that usually come with it. So when he dropped the line above, it was kinda unexpected but still very much in character.
Well, he was courting Lady Death in the comics, so if he had the chance I don't think he would succeed. lol
Also interesting note after going back and watching Endgame (I believe) Thanos mentions Ronin's affection for Death which is kind of a callback to Thanos' obsession with her.
