Can't speak for whole of Europe but here in the UK nearly every house is built to keep warm. No homes have AC. And we're in an island so we get the humidity bonus. 29c here isn't the same as 29c over there.
Honestly the heat is different for many reasons. The humidity is always high when it is hot in northern Europe which of course makes it worse, we traditionally aren't used to the heat and as such don't own suitable clothing for the occasion and to top it off our buildings are designed to retain the heat and rarely have AC. I was born in Africa and now live in England and I can tell you that I feel the heat so much more here.

It's not the temp, it's the ass blazing mother f sudden change. We get rain and it's all nice after a bit of a rise then BOOM! You're sweating whilst trying to sleep on the still damp grass because your mattress is too hot but your floor is too cold but you can't breathe because the air is hot and if you put the fan on you wake up feeling like you chain smoked a 60 deck because the air is so dry then the rain comes and it smells delicious on the plants and grass (and more so that you're not using a good 100L of tap water to keep your few garden plants alive whilst the weeds live happily) and you think it's over but no, it hits harder and longer then it's all over and you get a normal 19-23° summer and its lovely.
I really hate the “oh it’s hotter/colder where I live” posts. Like ok go outside and just experience what those other countries are going through, they’re not complaining because they’re sat in air conditioned/heated homes they’re complaining because it’s not normal for their country so their homes aren’t built with those in mind.
Example: You could take somebody from Texas drop them in the UK during a heatwave and they’d be bitching about the heat in an hour, it might not be hotter than at home but there is no escape from it and the houses retain heat constantly. Likewise with cold, you could take a UK person and drop them in Texas winter it might not be as cold as home winter but they’re gunna complain when the houses don’t retain heat etc. And that’s all before you even account for humidity.

You can feel high acceleration, not high speed. if one person is going 150kmh and the other is standing still, it wouldnt feel any different if the vehicle is going at constant speed. same with temperatures. you get acclimated to the high temperatures after a while, even us Europeans.

In Canada we've had 45 degrees recently...
The problem is indeed more the humidity. Its like being in a hot moist swamp day and night. I live in an old house, so as others mentioned, the warmth is retained. 30c outside, means 30+ inside.. at Night with no way to vent that out. Ive tried in desperation to open the outside doors during the night, but that wasn’t the smartest idea. I could get an AC but not even sure the electricity (the wires I mean - all non earthed?) handle it. All I can do is close all the windows on the Sunny side, open the back door and windows and sort of vice versa or just leave them all closed till sunset.

In the southern US and it’s regularly 100 degrees F and almost 100% humidity but damn I would not be able to manage without air conditioning. When my ac broke and it got up to 85 in my house I was miserable
