Came here to say this about the color and going with white. They also look odd TO you (not on you) because you may not be used to them. Return them for white if you can and wear them until you’re used to them. If you can’t return them, wear them with navy.
If you're looking for low tops with shorts you need to find a pair that aren't so chunky. Those look like they're styled like skate shoes but made with leather so you're looking at a chunky shape with a thick material on top. Consider sneakers like vans (not their skate line their casual ones, the ones without the checker flag on the side) converse and other styles similar to their kind of silhouettes.
I just discovered these because of your comment. I second the RS01 and would also recommend the RS02. Good looking shoes and would look a lot better with shorts compared to the brown ones you’re wearing (I’m realizing I’m responding to your comment and directing this to OP. My bad).

Not sure why the downvote from someone else, but I recently bought the coffee premier low top and the premier low top shoes look good enough to wear with pants or shorts. Color coordination is what matters though. White low tops look good with many different color pants/shorts
I'm almost strictly a mid-to-high top or boot guy since low tops don't work for me either.
I'm also bigoted toward black soles outside of dress shoes or aggressive boots. I think if your shoes had a cream or white sole they'd look better.
But sometimes I'm convinced even basic stuff doesn't work for everyone. For example, I can't wear white sneakers because... my face, posture, body language, personality? I don't know, but my overall aesthetic doesn't vibe with them, and it looks bad to me whenever I try to force it.

I don't wear shorts much outside of running, but I usually try to have some socks that tastefully peak outside of the shoe that accent the shoe color (think a quarter sock length or a little less), or you just get some crew socks with some banding/stripes that are meant to be seen and just embrace being a long sock guy, I guess.

I would look at a pair of suede classic pumas. They are lower than what you havs on, most have white and come in a bunch of colors to find what you want.
They're not bad; I'd personally go with a lighter-colored shoe, but I'm not a waxy leather tennis shoe guy either. I'm also bad at keeping white shoes clean so I go for gray or color lol.
I'd say canvas or suede, and slimmer shape with a lower profile (slimmer toe as opposed to extremely rounded) and a thinner-appearing upper. I think if they were a little more broken-in and a tighter on the foot to alleviate the gap at the ankle, the foot/shoe to leg ratio would look better since you're taller and skinnier, and the uppers would appear thinner too. Wearing white ankle socks that show just a bit would also help close up the gap between shoe upper and foot.
I would also roll your sleeves, unbutton the shirt, and expose a white v-neck or Henley underneath. Ball cap and casual watch optional. Alleviates a little bit of the casual-formal mismatch with some of the items, imo.
Sorry for the length, this is the first time I've given "advice" on anything like this online and I could be WAY off, but that's basically the exact outfit I wear through summer lol. Take the denim (or linen) off when it's extra hot out and you still look great. 👍
It's because you're not wearing socks. The color is "fine" but everything kind of meshes together between your legs and your pants. Either find a nice sandal, a clog, or get some fun cotton socks. I wear a lot of Smart Wool socks, usually the ones for running as they are thinner and more sporty and wool really is the superior sock fabric. Just don't do anything polyester as your shoes will smell in the summer.
What I don't like about the shoe is the leather laces and the black sole. They remind me a pair of Frye's I used to wear with denim.

It’s just socks like you thought. Wear mid length socks. You can go higher if you’re feeling it though. Go between off white and green (bridge the gap between shoe and trouser/short colour).
Have you tried them with a sock, at least a sock that’s visible? A 1/4 length sock may ease the abrupt transition.

* Those shoes kind of look like “dress sneakers”. I think you could make them work with jeans or long pants, but it’s kind of a weird look with shorts. You’d be better off with some regular sneakers or loafers. Basically, you need get out of that “in between casual and dressy” space.

Hide the drawstring of your shorts and roll your sleeves a bit up the forearm, first of all. Some sock showing (can still be ankle socks) would help. I find that with sneakers, a white or gum colored outsole looks best. White shoes would look good as an alternative. My favorite brown leather sneakers are these Cole Haan GrandPro Tennis, they've shockingly lasted years and I were pretty inexpensive (on sale):

Fellow pale guy here: In addition to what others have said, I think darker shoes really don't help us because the contrast makes us look even paler. Go with like a light grey or a white on a slimmer non-leather shoe and I think you'll feel much more comfortable.

Tall and lanky guy here. Same thing happens to me so I’ve been where you’re at right now. The best advice I have is go for something slim and sleekish. Best thing I can think of is an espadrilla or some sort of boat shoe
Definitely go for some ankle socks instead of no-show. Maybe it's just me, but looking like you're not wearing socks with regular shoes is as bad as wearing socks with sandals.
I also second what others are saying about the color. Those look like nice shoes, but they're darker than anything else you're wearing and darker than you. I have pale legs too, and it's definitely a struggle.
Top is untucked yet sleeves are buttoned and shirt is probably buttoned at top too - I’d unbutton and roll sleeves plus ensure too button is open to create a more casual look. Shoes don’t fit the casual look.

Fellow pale guy here: In addition to what others have said, I think darker shoes really don't help us because the contrast makes us look even paler. Go with like a light grey or a white on a slimmer non-leather shoe and I think you'll feel much more comfortable.
I’m a female. Unsure if I can comment here. But I’m gonna. I think a Nike ankle sock or something similar would offset the brown. You could keep the sneaks—add some contrast. Maybe try a color too if you’re feeling frisky.

Tall and lanky guy here. Same thing happens to me so I’ve been where you’re at right now. The best advice I have is go for something slim and sleekish. Best thing I can think of is an espadrilla or some sort of boat shoe
Definitely go for some ankle socks instead of no-show. Maybe it's just me, but looking like you're not wearing socks with regular shoes is as bad as wearing socks with sandals. I also second what others are saying about the color. Those look like nice shoes, but they're darker than anything else you're wearing and darker than you. I have pale legs too, and it's definitely a struggle.

Top is untucked yet sleeves are buttoned and shirt is probably buttoned at top too - I’d unbutton and roll sleeves plus ensure too button is open to create a more casual look. Shoes don’t fit the casual look.

I think they’ll look better once you get some sun tan. I think shorts generally look awkward on pasty people. You soon get a tan, and should be ok. For now — dark shoe, pasty legs, bright shorts, just not a great combo.
