Not sure why G1 -> UG would be down other than the existence of a G2, but it might be a split level situation where it doesn't quite call for G2 to be G3.
I would guess that 3-6 are hotel administration, laundry, etc. — or private office space. They’d only be accessible via the service elevators or private entrance.

I'd assume this is some sort of a commercial or an office building. If that's the case, the ground floors are general access floors, with stores, cafes, gyms and such. The upper floors are office/working areas. The underground is probably parking lots and basement is a proper basement with maintenance/server rooms.
Its also missing a star on one of the buttons. If you don't know, a starred elevator button marks the floor with the quickest way out of the building in an emergency

There might be a separate elevator somewhere safeguarded else that leads exclusively to those floors. I think you might be too poor
