Check the SIM card and find which carrier it’s with. Drop off the phone to a carrier store they can track who it belongs too.

Freedom employee was a trainee (so this with a grain of salt) but told me there would be nothing they can do due to privacy
Turn it in to local police, hopefully the person will call and ask if it's been turned in. That's the best I've got, at least.
