Well there's usually a fair amount of smoke and mirrors with these sort of things so it's quite possible.   But at the same time, never underestimate how much people will play along with a crazy situation to avoid making a scene, or how people will more or less freeze in a weird situation, especially of there's a camera in front of them.

You may be correct, but people do behave strangely when they know they’re being filmed.

Especially in 2006. I was reading an article the other day about how younger people today are more comfortable being filmed, since literally everyone has a camera in their pocket and people are constantly filming or taking pictures of shit. That was not the case when the first Borat film was made. Cell phones existed, sure, but smartphones with actually decent cameras that people would routinely use weren't so ubiquitous. The first iPhone was 2007.

If you can find some of the earliest films ever by the lumiere brothers… they filmed a bunch of people leaving a factory job, they barely acknowledged the camera . They made the same film one year later and all the people leaving the factory are preening for the camera now that they know what “moving pictures “ are.
