I would not claim universality. They're actually extremely diverse in shape and style, some even being skinny or disproportioned in another way other than being fat, so there being a coherent cultural linkage between them may not be true at all.
There's also some selection bias, in that non-corpulent figurines aren't cataloged as 'Venus figurines' much of the time. So it ends up being a self-selecting subgroup that perhaps gets more focus than necessary.
