What it tells me is that they want to move someone else (MPJ?), and signing KCP would lock them over the second apron and make that basically impossible because we couldn't aggregate salaries or send out cash.

That would have hurt them mostly financially and potentially with long-term draft picks (like 2031 and beyond). there are other impacts on player acquisition, but letting him walk doesn't really give them much more flexibility than the taxpayer midlevel (one of the smallest exceptions). It mostly seems like the owners cheaped out.
