They were a short-lived side-effect of Kim Jong Il's weird habit of getting personally involved in government initiatives he was passionate about, in this case developing basketball in the country. By 1998 there was a government basketball research organization which had, presumably, figured out that these rules were dogshit.
As you can probably imagine, basketball development in contemporary DPRK is geared toward FIBA competition and uses FIBA rules (like everywhere else outside of the US).

It makes free throws so much worse. A 70% freethrow shooter shooting two under NBA rules gives you 1.4 points per possession. Under DPRK rules, it’s 0.8. Last year, average points per possesion leaguewide was 1.15. That means you need to be a ~78% free throw shooter to beat league average offense under DPRK rules. Add in the other rules that increase scoring and it’s probably at least 80%.
100% even though dunks are three points, all you have to do is foul him when he touches the ball. Plus you get a free 24 fouls from the 12th, 13th, 14th and 15th roster spot players.
I would say the team who has the best free throw percentage benefits the most consistently. With this ruleset, rule 4 is probably most likely to happen reliably. Shooting 75% is essentially equivalent to 50% with these new rules. It’s probably a bigger incentive to go foul anyone who is a sub 60% free throw shooter. Doing so would result in an abysmal expected <0.56 points per possession.

You need FT% of 75% to average 1 point for 2 FTA. Really you'd need even more than that to avoid being hacked because the rest of the rules increase efficiency elsewhere. This would make almost half of the players in the league unplayable.
