You're comparing FL to some states that only had 80 students take the SAT.
Just an example, only 1% of North Dakota students take the SAT compared to 87% of Florida students. That’s 80 of one state’s top students compared to 190,000 of another state’s with most average. The average SAT score range to get into University of Florida is 1350-1490 and they accept over 10,000 in-state students/year which means that the top 1% of students in FL are scoring well above the 1% of ND students tested averaging a 1212. This is why you can't really rank them properly unless every state tested at the same rate or you were only selectively comparing the top X%. And even then, you miss out on those that don’t take the SAT like most Midwest students.

Florida's University system is good. But other than that it's pretty questionable besides a few key counties.
Florida *is not* known for pre-college education. Or maybe it's because I lived half my childhood in VA and half in Florida and the K-12 public education was known to be significantly better in most of VA.
In mathematics, FL [had the 4th highest scores among 4th graders](https://www.nationsreportcard.gov/profiles/stateprofile?chort=1&sub=WRI&sj=AL&sfj=NP&st=MN&year=2002R3) and slightly below average among 8th graders in the country. In reading, FL had the 3rd highest scores among 4th graders and slightly above average among 8th graders. In science, 13th highest among 4th graders and average among 8th graders. Last time writing was tested years ago, FL significantly outpaced the national average for both grades as well.
Florida is the 16th highest in the country for K12 according to USNews. They rank around average to slightly above-average on most of the comparisons you can find (EdWeek, USNews, Wallethub). Nowhere near the bottom.
Just curious, do live in NoVa? NoVa has a sampling of some of the most academically elite people in the country. Saying this as someone that moved to NoVa from FL before, anywhere can look "below average" in intelligence when moving to NoVa.
Being below average for 8th grade isn't exactly something to hype up and may lessen the signficance of the 4th grade numbers. But hopefully this points towards the quality of education increasing over time (like better now than in 2018) and not that the quality of education - on average in Florida - worsens as one progresses through k-12.

I mean county is more important than state for sure. But why are you referencing just 4th graders and then 8th graders? Give me data for all grades. Also your last sentence was unnecessary nor do I feel that way. I've lived all over Florida (10 total years across the state), including West Palm, Orlando, and Gainesville. Perhaps surprisingly, I enjoyed Gainesville the most. But it's pretty clear the pre k/high school system in VA throughout the state, on average, is better than in Florida.

*You're* cherry-picking by focusing on one score they scored slightly below average in and are ignoring the other ~~6~~ 7 scores they scored higher, with some being close to the highest in the country. Overall, the NAER data looks *very* good for the state.

For University? Yes. Top 5. UF is now considered a top 5 public university in the country. But that doesn't represent most Floridians as the University system has a lot out of state people, etc.
