Yes! With UV protection (maybe check out Australian brands, they tend to do this really well). Babies can’t wear sunscreen until 6 months old so they need heavy-duty clothes to protect them from the sun.
An outfit and hat from swim zip would be awesome! It’s SPF 50+ the sizing is easy. They gave 0-6month or 6-12 month. You can also throw in some surfing books from Amazon. But ideally, if they have a registry I would I just buy something off that! And add something extra related to surfing if you want

Fan stroller fans are great and all but you definitely want to keep that baby cool. So you will want a fan. A very good tent that can block sun rays very well. If they are feeding with formula/pumping maybe a portable bottle warmer incase they go that route.
Have you seen that baby powder for sand hack? Yeah get baby powder. Honestly I would make a gift basket. Maybe get a small boogie board, baby powder with the sand hack to give them I idea why attached. Some cute beach clothes a portable stroller fan or 2 the tent. Ect.
The thing about newborns and beach items is that they need to be out of the sun till about 6 months old. So keep that in mind when looking and maybe ask their plans on if they plan to surf while the baby is so young. If so that will be what you shop for and gives you a idea on the clothes sizes
I’m from Oahu and all of my friends and I grew up surfing. There’s a boutique there that has some really nice things that those friends have sent me for my kids now that we’re older (I couldn’t afford to stay once I grew up and it was time to move out).
They’re definitely not Walmart prices, but they sell really quality items and everyone who I know that has worked with the company on the business side of things loves them too.
