Underbone motorcycles, looks a lot like a scooter drives more like a motorcycle.  Probably something like a yamaha excite, or suzuki raider. 125 - 150 cc base engine, weigh about 120-130kg dry. But they do get customised, look up underbone racing in places like Thailand or the Phillipines.

Either that or they've slapped a turbo on it, ported the intake, huge high flow muffler, bigger injectors... That or my Honda Lead is heavy as fuck and I need to go on a diet.

He's a good rider for sure, but definitely also quite reckless. I looked up the motorcycle/scooter fatal accident rate for Ho Chi Min city, and wasn't surprised to see that compared to where I live (Denmark) you are 21 times more likely to die there (after adjusting for population difference)

Right? It's such a trip to me. I've been to Vietnam and seen how slow the traffic usually is, plus how packed the roads are. The fastest I've seen some people drive was maybe 30-35mph (45-55kmh) and even that was rare in the city.

Two-stroke engines create more torque at high rpms, meaning more power than a comparative four-stroke. The cylinder in a two-stroke completes the cycle faster so it can generally rev higher and produce more top-end horsepower. There was a wild rumour going around that F1 cars would have switched to two-stroke engines, since the hybrid systems can assist at lower RPMs. Pat Symmonds the F1 chief technical officer suggested this offhand, but it never went anywhere. Possibly due to the many disadvantages two-stroke has.

Not 155, 135, and the model was from before 2010. The one you sent in the link is a newer model. This bike in the video was heavily modified for the nature of this guy's job.

Oh, yeah. My Mistake. You're right it is indeed the 135 (the older 135s had the same gauge cluster as the one in this video). *Personally, I prefer the manual clutch version (the one here's auto clutch).*

When I was in Vietnam I wondered why all scooters where basically 125CC or less, I read that there is a very high premium on anything at 150CC and above, like almost double the price, most people cannot afford the 150CC+, the cops can afford it.

It's a different country with different culture and rules, so we don't have much say in their matters. There's some countries that kill people for having or selling drugs, while we have a recreational drug culture in America. Just a whole bunch of different ways of life and ideas surrounding crime all over the world. I don't think a thief deserves to get shot and potentially die for just stealing. Had he been armed or something, sure. I guess some people would say he endangered the public with his reckless driving at high speed, though, and that probably warrants it enough for some.

Vietnamese prisons are absolutely packed, so I don't think capture and rehabilitation is the priority here. The police really don't fuck around in SE Asian countries, and will sentence you to death for what might be a minor infraction in more liberal countries. The ultimate goal is deterrence through example, and I think that is exactly what is happening here.
