There was a wild rumour going around that F1 cars would have switched to two-stroke engines, since the hybrid systems can assist at lower RPMs. Pat Symmonds the F1 chief technical officer suggested this offhand, but it never went anywhere. Possibly due to the many disadvantages two-stroke has.
That's a Yamaha Exciter ~~155~~135. But this guy's definitely had some engine mods done.

When I was in Vietnam I wondered why all scooters where basically 125CC or less, I read that there is a very high premium on anything at 150CC and above, like almost double the price, most people cannot afford the 150CC+, the cops can afford it.
Big tax premium and not that common. These guys are probably undercover cops who hang around pretending to be xe-om drivers etc. So they're likely using a stock looking bike with customised engine.
It's a different country with different culture and rules, so we don't have much say in their matters. There's some countries that kill people for having or selling drugs, while we have a recreational drug culture in America. Just a whole bunch of different ways of life and ideas surrounding crime all over the world.
I don't think a thief deserves to get shot and potentially die for just stealing. Had he been armed or something, sure. I guess some people would say he endangered the public with his reckless driving at high speed, though, and that probably warrants it enough for some.
