The eyes are just LEDs, looks like the center facemask is basically a sunglasses-like piece of plastic for vision.
The first frame of the video shows a profile view of the rider's vision. The "eyes" are already in place right above his face, just not yet lit up.
Granted, the mechanical parts and the visor would probably all break/shatter if the helmet hits the pavement, but it could be a legit motorcycle helmet underneath. We can't tell just from this video.
Looking at the structure of it and considering that before it closes you can see his forehead beyond his hairline my guess is that if anything this is just extra shrapnel in the event of a crash.
They're going to have to cut that fucker out and off of your face if you're in a serious crash with that. That thing might even be the cause of death.

Great idea.. have a helmet that is mechanically locked onto your head so when you get in an accident, and the lithium ion battery bursts info flames, you can make sure to show off your sweet helmet is in the casket over your charred remains.
