Azurill has a 50/50 chance to be complete dog shit. Shinx is much more reliable, even if it gets Rivalry. Huge Power Azumarill is good, but Thick Fat Azumarill is really bad.
It’s not really bulky enough naturally to be a wall, with 80 def and 80 spdf, 50 attack 60 spack. It’d be better to get a better water type mon for the team, like tentacruel or quagsire or slowbro, ultimately it’s too niche a use to waste a slot on the team when there are much better alternatives.
100/80/80 is damn good bulk, I don't know what you're on about lol. It's about on par with Zapdos.
That said, before it's fully evolved it's absolutely dogshit if you don't get Huge Power, so it's a risk. I guess he could check if it's Huge Power and just restart if it isn't.

haha i was seeing the other randomized starter posts thinking i’d get lucky 😭 but now im torn between 3 mediocre options — i set the randomizer to have 3 stage evolutions specifically for starters, maybe that limited me?
It can get huge power go with it all the other are not that good shinx is good late game you may get good replacement for electric types and water type too.
Contrary to what others are saying, I think scatterbug might be a fun pick. Vivillion is a pretty decent early pick, with access to compound eyes, all the powder moves, bug buzz at lv 35, and then quiver dance 10 lvs later.

The only reason azumarill is good in competitive is because of belly drum huge power. You cant get belly drum as it is an egg move I believe. And even if you did its basically useless In a regular run.
You can probably evolve azurill immediately after you get it from just walking and one battle since it’s so easy to level up early, so technically it’s viable since marill isn’t awful

Pretty high hp stat though. I would probably go with luxray and hope for intimidate but if he loves azumarill it could be good with thick fat.

Considering how bad Thick Fat is vs Huge Power (which is insanely good) that is the right play

Luxray is probably your best bet. There aren't many decent electric types (except heliolisk), and intimidate is a decent move.

Two of these are shit. One has 190 base stats and the other has 200. Shinx is the clear winner here.

yeah shinx is better but some people are partial to the ones they like and would maybe wanna do marill. Objectively speaking shinx is better though
