Approved document M requires ramps to have a max flight length of 10m for a 1:15 gradient or 5m for up to 1:12 (which is the steepest a ramp is allowed to be). If the site itself has a high enough change in elevation from street level to the front door then that might be the only technically compliant ramp arrangement. I couldn't tell for sure though since I can't tell the levels from this photo alone

They would have made it compliant. Its the council. They can't take short cuts.

I get what you're saying, but Alzheimer's is horrific, and uprooting people from their comfort zone is extremely distressing
