It really won't be possible without a car. My family lives up there. It's the middle of nowhere and once it starts snowing it gets really treacherous. Last spring the snow was up the the roof of the lodge.

Crater lake is just over 100 miles from Bend. And those highways at that time of year, even in a vehicle can be slow going. A day trip there and back is highly unlikely at that time of year, especially without driving. Also, depending on how much snow Crater lake gets, they sometimes close the roads, so you can’t drive around it anyway.
Not sure about bend but I remember taking public transit from crater lake to ashland a while back. I think there was a stop in k falls somewhere in there too.
Not this time of the year. The northern entrance is already closed (this one is easiest access from Bend), as is Rim Drive. Rim Village is open close to year-round, but from the south. I believe in the summer there is a company or two that do tours to Crater Lake from Bend, but not now.
If there is enough snow, you can do a snowmobile tour up to the rim of Crater Lake out of Diamond Lake. I did this nearly 20 years ago, we were the only two people on the tour that day, it was crazy being the only people at Crater Lake.

Without a car, sure. Nordic skis will be your best bet.
