The Stars Without Number supplement [Dead Names](https://www.drivethrurpg.com/en/product/130967) might work for you. It has tables for randomly generating lost races, including some that are metadimensional beings. There's also tables for rolling up random artifacts.
Also some of the tables in the Ficto-Technica section of the [Metamorphica Revised ](https://www.drivethrurpg.com/en/product/198038/The-Metamorphica-Revised)might work for artifacts, as well as some of the other parts of the book working for creatures.
I don't know Roadside Picnic, but what you're describing sound kind of like Cyphers (one use "magical" items that are really ancient alien technology) from Numenera (or its more generic equivalent, the Cypher System).
Not remotely OSR, but if all you want is a long list of little one-use items that you could probably quickly port, those might work. If you search for Numenera Cyphers, you can find a lot of them online.
Worlds Without Number's setting is a future world similar to yours, only hundreds of millions of years in the future. Its tables are some of the best in the roleplaying world.

I believe that all the same tables are in the SRD and zines, the Deluxe edition just puts everything together in a nice package and has some rules changes more than anything. There might be a few differences here and there on tables but nothing big. Here is a list of changes from the blog:

That being said, I picked up the physical copy of the deluxe edition for my birthday and it is well worth it. Oh, and while the SRD/Deluxe edition contains everything for Issues 1-3, but issue 4 just came out with even more.

Starforged oracles is my go-to for that. There are also a series of “d100 sci-fi” tables on itch iirc.
