The end line is what is important, because it qualifies that he is only aware of 41 people who are stronger. He probably has some idea that the guardians are stronger, but no proof of it.

I don't know, blacksmith classes give alot of strength points. If one of the 41 was a max level blacksmith, he probably had all kinds of enchanted items , nkt to mention the pay to win items that were readily available.
It would be like Ainz vs Shalltear, Ainz had a bad build but won by throwing money at the problem (with some planning)
I think any of the 41 could beat any kf the floor Guardians (except Gigantus) if they were willing to use their entire inventory up.
Any pay tonwin items would turn the tide, as Sebas wouldn't have any, but a guild member would most likely have a huge stockpile, as one of the requirements for being in the guild was having a job.
It's been a while but. Him, Albedo and Cocytus are in a rock, paper, scissor like relationship for the strongest. That being said he has the ability to turn into a raging Dragon which allows him to break that triangle, however he'd attack everyone discriminately so he never uses it.
I remember Albedo being like the rock because she has the highest defense, Sebis was the paper because he has the Stamina to outlast Albedo's defense, while Cocytus was the Sissor that could out damage Sebis but loose to Albedo's superior defense. (I might be getting Sebis and Cocytus positions mixed up.)
Today I learned that Sebas is a dragonoid? I always wondered what he was bc almost everyone is a heteromorph (mare and aura are dark elves tho), but yah I assumed he was one of the only human.
He made that statement because AOG members are the only ones he consider greater than him, even when some would ultimately be weaker (think of support/ non-combative classes)
In one on one combat multiple are stronger. Not even just the guild members. Add on that lack of actual combat expierence with evenly matched people. He just told Tsuare his beliefs.
Sebas also has a rock-scissors-paper with Albedo and Cocytus in his human form, but in his draconic form he is stronger than Albedo and Cocytus, and he is also stronger than Aura, Demiurge and Victim, since their powers are not focused on the direct combat but on controlling other units in battle.
So Sebas in his full power is, for close combat, stronger than most floor guardians.

Both being lvl 100, a monk outplays a blacksmith. They are definite not winning against a dragon monk

So only the Members of Ainz Ooal Gown (ie the Players) had to be Heteromorph's, NPC could be anything although there's only one Human NPC.
