Ains can absolutely make intelligent undead. The death knights aren't mindless, and the lich he made for fighting the lizardfolk was intelligent, able to understand tactics, and talk to the lizardfolk. He can make multiple liches to work as middle managers.
If this begins at the exact moment the servers shut down, and Ainz is transported on the Throne of Kings, then I will follow the events of the original story until the battle of Carne Village with a handful of changes between.

Obviously, since I'm aware of how weak and rather peaceful humans are compared to the ones from Yggdrasil, I will use this as an argument against violence. I will educate myself about Nazarick and everyone in it to assess how exactly they are as people, personalities, opinions, yada yada. I will also start debates with guardians. If they do not want to question my arguments, I will say that only fools believe they know everything.
After all that, I will focus my effort on analyzing data and generally getting all the info I can get my hands on. This would be handled by about a hundred Nazarick denizens, Albedo, and then me. After getting a sufficient amount of information, I will start placing secret outposts in the world, both so spies and scouts can recharge in and to have a small force ready to strike. The bases will be in places inaccessible to humans, preferably around beasts that would be taken control of so the folk don’t try to come. After that, I would slowly start taking over criminal organizations, plundering them of their riches and getting information. It’s specifically criminals because they are not going to scream to authorities how their stolen goods were stolen and slaves freed, so if someone catches a wind that something suspicious is going on, they will have a harder time figuring out what it is.
I myself would not masquerade as an adventurer. It’s fun but also silly and way too suspicious. Rather, some of the more tolerant spies would take this mantle after receiving the training from me so they won't start acting like Nabe.

After that, I would start prepping for Shadow Government World Takeover. While the humans in that world are a bit dumb, there are quite a few that would be suitable as leaders, and unlike what Albedo says, it would not be impossible. Merely quite a chore.
I’m definitely cooperating with Jircniv since he is very intelligent. I will make it obvious to him that I’m more powerful than him but will assure him that I view him as a competent person and wish to learn from him while providing him with some goods and magical knowledge in exchange.
After all the information has been gathered from the world, I will kickstart a massive research operation and an education system inside Nazarick. Both so all the spells can be reproduced and new ones can be made.
After that, I put someone secretly near Philip so that he sometimes replaces his alcohol with water or spicy soup.

Make a death knight and save a village girl, you know. Normal stuff.

The fact that that they tend to look dead is because liches devote all their time to research and such rather than appearances.
It's never said that they couldn't regenerate in a different form, and since Ainz is, again, many tiers higher than that, I see no reason he wouldn't be able to.
Also, Ainz was a collector and hoarder even in the game. I like to think i'd be a decent ruler with good plans, but if I ever needed help I would just ask. Ainz really doesn't need to pretend like he's a genius mastermind or fighter- he(or I) can literally just say that the 41 Supreme Beings were so powerful and amazing that they were able to create the Servants to be as capable as Supreme Beings, but only one specific area. That way you get around the worry of being seen as incompetent. "Why, of COURSE Demiurge is more strategic than me. he was created by my fellow supreme beings to be the best at strategy and planning- that he eclipses my own is a further testament to our power".
Honestly the first few hours would probably go very similarly as it did for him, except I would not have the same level of knowledge of how it all works the way he did. After the first few days It may have gone differently as I do not have that same drive to be a good leader as much as a desire to conquer the world for my own purposes.
Order the Guardians to focus all their efforts on maximizing the security of Nazarick and the surrounding areas, then use Wish Upon a Star to restore my flesh while keeping my powers/Immortality, as well as my emotions. Then I'll spend the rest of eternity enjoying my immortal harem. Maybe once I've had enough I'll focus on slowly expanding our territory.
I'll preface this by saying I'd probably be a lot more upfront throughout all of this. Not that it'd matter given I'm basically above all reproach, but still.
I'd defo spend more time testing the NPCs, and how they remember things. Me irl is curious what gaps might exist in their knowledge, and how their personalities developed, but me in that situation is gonna be enamoured by the idea of a bunch of random text gaining sentience.
After that, probably set some major edicts to maintain some semblance of morality... both for the NPCs, and myself. Because like fuck do I trust myself with this much power.
First, I'd be shocked AF and assume it's a lucid dream or one where I'm partially aware it's a dream. Try and use magic to confirm things. Hit the wall/throne as hard as possible to see if it will produce that fake feeling that pain has when I'm sleeping.
If I'm still not sure, order the Guardians to patrol except Albedo and feel her chest just like Ainz did. When I'm in a dream, things produce a dull feeling compared to being awake so if it doesn't have that feeling then I'll know this is real. Apologize to Albedo for using such an extreme measure to confirm that I'm not hallucinating or anything.
Send different floor guardians to areas on different continents so they would cause a big issue. Not completely kill everyone but severely injure or kill the strongest person in the area while they’re in forms so I could fake-kill them and the king/country would have to side with me or owe me a big favor. Pretty sure ainz can rule with power and the threat of death alone but that’s too easy and no sight of the future
Enact an isolationist policy, read all the political books I can find while sending spies in different countries to gather intel I guess. Probably testing if all my skills still work. Probably a massive terraforming of the region to camouflage the tomb too

I will educate myself about Nazarick and everyone in it to assess how exactly they are as people, personalities, opinions, yada yada. I will also start debates with guardians. If they do not want to question my arguments, I will say that only fools believe they know everything. After all that, I will focus my effort on analyzing data and generally getting all the info I can get my hands on. This would be handled by about a hundred Nazarick denizens, Albedo, and then me. After getting a sufficient amount of information, I will start placing secret outposts in the world, both so spies and scouts can recharge in and to have a small force ready to strike. The bases will be in places inaccessible to humans, preferably around beasts that would be taken control of so the folk don’t try to come. After that, I would slowly start taking over criminal organizations, plundering them of their riches and getting information. It’s specifically criminals because they are not going to scream to authorities how their stolen goods were stolen and slaves freed, so if someone catches a wind that something suspicious is going on, they will have a harder time figuring out what it is. I myself would not masquerade as an adventurer. It’s fun but also silly and way too suspicious. Rather, some of the more tolerant spies would take this mantle after receiving the training from me so they won't start acting like Nabe. I am definitely replacing all of Philip's clothes with clown costumes and squeaky shoes. After that, I would start prepping for Shadow Government World Takeover. While the humans in that world are a bit dumb, there are quite a few that would be suitable as leaders, and unlike what Albedo says, it would not be impossible. Merely quite a chore. I’m definitely cooperating with Jircniv since he is very intelligent. I will make it obvious to him that I’m more powerful than him but will assure him that I view him as a competent person and wish to learn from him while providing him with some goods and magical knowledge in exchange. After all the information has been gathered from the world, I will kickstart a massive research operation and an education system inside Nazarick. Both so all the spells can be reproduced and new ones can be made. After that, I put someone secretly near Philip so that he sometimes replaces his alcohol with water or spicy soup.

They house their souls in a phylactery, and regenerate their bodies from it. The fact that that they tend to look dead is because liches devote all their time to research and such rather than appearances. It's never said that they couldn't regenerate in a different form, and since Ainz is, again, many tiers higher than that, I see no reason he wouldn't be able to. Also, Ainz was a collector and hoarder even in the game. I like to think i'd be a decent ruler with good plans, but if I ever needed help I would just ask. Ainz really doesn't need to pretend like he's a genius mastermind or fighter- he(or I) can literally just say that the 41 Supreme Beings were so powerful and amazing that they were able to create the Servants to be as capable as Supreme Beings, but only one specific area. That way you get around the worry of being seen as incompetent. "Why, of COURSE Demiurge is more strategic than me. he was created by my fellow supreme beings to be the best at strategy and planning- that he eclipses my own is a further testament to our power".

Honestly the first few hours would probably go very similarly as it did for him, except I would not have the same level of knowledge of how it all works the way he did. After the first few days It may have gone differently as I do not have that same drive to be a good leader as much as a desire to conquer the world for my own purposes.

I'll preface this by saying I'd probably be a lot more upfront throughout all of this. Not that it'd matter given I'm basically above all reproach, but still. I'd defo spend more time testing the NPCs, and how they remember things. Me irl is curious what gaps might exist in their knowledge, and how their personalities developed, but me in that situation is gonna be enamoured by the idea of a bunch of random text gaining sentience. After that, probably set some major edicts to maintain some semblance of morality... both for the NPCs, and myself. Because like fuck do I trust myself with this much power.

First, I'd be shocked AF and assume it's a lucid dream or one where I'm partially aware it's a dream. Try and use magic to confirm things. Hit the wall/throne as hard as possible to see if it will produce that fake feeling that pain has when I'm sleeping. If I'm still not sure, order the Guardians to patrol except Albedo and feel her chest just like Ainz did. When I'm in a dream, things produce a dull feeling compared to being awake so if it doesn't have that feeling then I'll know this is real. Apologize to Albedo for using such an extreme measure to confirm that I'm not hallucinating or anything.

Send different floor guardians to areas on different continents so they would cause a big issue. Not completely kill everyone but severely injure or kill the strongest person in the area while they’re in forms so I could fake-kill them and the king/country would have to side with me or owe me a big favor. Pretty sure ainz can rule with power and the threat of death alone but that’s too easy and no sight of the future
