It can. I run linux in a worse cpu. Those artifacts can happen from many things. It's usually gpu related or some processes eathen up all of your resources.

Don't know , right now it's okay , jellyfin is absolutely too much for it , not even able to play 1080p video on my tv

What exactly did you install? I have a worse laptop, and it runs better. (Cpu: 2 core 2Ghz turbo, 4 gb ram and integrated graphics) linux has many flavors, and some of them need a loot of resources. Some of it can run on a low-end pc from the 90's.

you only have 5 gb of ram in ddr3 and a pentium it's the reason why it stutters and your gpu is bottlenecked by your processor.

Previously I installed window 7 but people recommended me to install Linux to get better performance on my crappy hardware. But here after installing mint i would say windows 7 was performing better than this

What desktop environment you use? Gnome needs a lot of resources. For example, xfce only use 700 mb of ram and 1% of my cpu (dual core 2 ghz turbo)

install something less resource needy. Linux can run. Look into lubuntu that runs lxqt. I had the shittiest pc and it run like a charm. Also try to find some second hand cheap hardware. It will do you wonders.
