Definitely Candace, Isabella isn’t a simp, she’s just a girl with a huge crush. Sure, she’s always helping Phineas with his projects, but she’s not only doing it just to be with Phin, she’s also doing it to help her troop get more patches, on the other hand, Candace spent practically EVERY day of that summer obsessing over Jeremy, and even after they started dating she would STILL obsess over him due to the smallest of inconveniences
Honestly, cases could be made for and against both of them. But I personally feel that it's easily Candace in the beginning of the show, but they both balance each other out as the summer progresses. Candace becoming less obssessed over Jeremy and Isabella becoming more obssessed with Phineas.
