The app is Procreate, which has a liquify adjustment. There is a twirl option in that adjustment.
Photoshop has a similar tool (twirl clockwise) in the Liquify workspace that should give you similar results.
In Photoshop, you have two options to create a swirl/twirl like this:
1. The Twirl-filter, found under *Filter > Distort > Twirl...*
(The filter will be centered on your layer or selection).
2. The Liquify-filter, found under \*Filter > Liquify...\*
Inside Liquify, there is a Twirl-tool found on the left you can use. This behaves more similar to what you see in the video where you interact with it using your pen/mouse.
