In my area, 3 years ago when the bag law passed, Walmart found the way around it was to make the bags greater than 2mm thick changing them to a "reusable" bag in the eyes of the law. It's the same plastic, just 2-3x as much now. Great law.
Ya, we have tons of bags. No line cashiers, though. Every single line is empty except the self checkouts and ONE normal line. It's not like our store isn't busy, either. That place always has a bunch of people in it. There is pretty much always a line at self checkout now, where before that was never the case.
At the one near us, the self-check area has been expanded. And while cashier checkout “could happen” those lines are mostly closed/empty. The one or two lines that are open have really long lines…which in turn creates lines at the self-check….
They want you to order everything online, if you think this was a move for the environment you’re an idiot. They don’t care about the environment. They care about making profit.

Is this only just beginning to happen in the USA? It's been the norm now for several years in the UK and several other countries. Took a bit of getting used to but it's a good solution.

Most places I’ve seen that don’t use plastic bags any longer will sell you reusable bags, but you’re urged to bring your own bags

Mine too. Not a big deal, they sell reusables for 30 cents, spend a few bucks one time and you're set for awhile.
