With spiral bound you can snip the holes on the outside to make a page removable and then put it back in. As long as you are careful the paper doesn’t mess up and it won’t fall out.
The Erin Condren covers fit on the same way and it works great with paper as well.
Most common would be disc bound or ring binder planners. There are a few spiral bound notebooks that have removeable pages, [like Kokuyo](https://www.jetpens.com/Kokuyo-Campus-Smart-Ring-Binder-Notebook-A5-20-Rings-Light-Blue/pd/10757), but those aren't pre-printed planner pages.
I'm using the Kokuyo Smart Ring Binder with their Campus Loose leaf paper. I also have a 6-hole puncher that accommodate the 26 holes for the binder.
I'm using B5, giving me more room to write things, but not as big as A4/8.5x11.
It says it has a capacity for 60 sheets of paper. So keep that in mind if you are doing weekly planning with monthly inserts--you might not fit the whole year in.

Muji also has their own version of these. Very similar to the kokuyo ones, but rings are a bit bigger for more pages and the covers are thicker and harder. I prefer them for those reasons. kokuyo paper fits in (same holes), but muji has loose leaf too
I don't remember the specific ones but you can look into Japanese brands. Kokuyo and some other brand offer some notebooks where you can open the rings, but they can't fit a lot of pages iirc.
