I'm pretty sure that these are leaf footed bug nymphs not assassin bugs, I don't think assassin bugs cluster like this. Leaf footed bugs feed on the plant, they are a pest. Look up pictures of the leaf footed nymphs to compare.
This is the correct answer. They will destroy your plant at every stage. They're easyto take out when they're little and clumped up. I just smash them when i see them. They'll bite the peppers and their little bite holes will make the peppers rot

They only go on nightshades in my experience, I didn’t grow tomatoes this year bc fungus and pests were so bad last year. But ofc it all just went to my potatoes, peppers, and bar cherries.

My initial sunflowers failed for some reason this year, so my second planting was late.
Tomatoes were covered with them. Then, sunflowers started to sag. Vacuumed up the last batch of babies and no more since.

We always called the little tiny ants that run around crazy, but don't bite "piss ants".... because they don't do anything but annoy the piss out of you. If they bite and it's a bad sting, those are just fire ants.

These are red aphids. I had them on one of my hoyas while it was on the porch last year. They didn't seem to do damage, but they will. They were very easy to exterminate. Wipe them off and treat with soap and water / insecticidal soap.

go to Dollar Tree and get an empty spray bottle. Get a bottle of dawn dish soap , fill empty bottle with dawn and water, and carry it with you when you. Daily water and weed and harvest spray all bad bugs , Dawn and water kills most all bugs in seconds .
I think your pepper plant leaf just became a landing zone for armies of hell bugs... I don't know what they are but I'm fairly sure nothing good can come from this.

These are 100% leaf footed bug nymphs. They wreak havoc on my tomatoes every summer, but don't seem to mess with any of my other plants.

They have insecticidal soap but I typically use Dawn
I use Dr Bonner’s peppermint hemp soap. Works very well. Just a tiny dot of soap in a spray bottle. I’ll add the tiniest bit of baking soda too.
Just use dish soap. As nymphs they will die very easily as the whole body is soft. 1 tbsp per gallon of water should do it.
Pure Castile soap is less damaging than regular dish soap.
