Only based on the fact that you seem to have limited experience with the games - just the first few generations - I’m just gonna say that plenty of Pokemon get type attacks that have little to do with their base types. Like it also gets Superpower (fighting) by levelup even though it doesn’t learn any other fighting moves by level up in Gen 4. It gets Fury Cutter (bug) by move tutor, Spite (ghost pp draining move) and Outrage (dragon) as well.
According to [pokemondb.net](http://pokemondb.net), Feraligatr learns Agility at level 30. I don't think that your game is hacked.

It has the move sets, abilities, stats and so on for every pokemon to every game.
That's normal, if you evolve a Pokémon at the level where the evolution learns a move it attempts to learn that move after evolving. Feraligatr learns Agility at level 30, so it gave you the option to learn it after evolving.

I've played for a couple years now but knew nothin about the earlier games. 100% blind. I just found it weird.

Yea but I thought starters don't evolve until 34 at the earliest.
Gatr is an exception. Also some 32s.

I feel like historically the most common is 36.

Feraligatr is the only starter that evolves at 30. Some evolve at 32 too, like Venusaur and Meganium.

19 with zero knowledge of the earlier games. Only played Gen 8 and 9. Until I decided to go and beat every Gen.
