Not possible to change base stats without a romhack. The closest thing to a hard mode is the generation 5 "Challenge Mode" (but that requires a beaten copy of Pokémon Black 2 to access) and disabling the EXP. Share in generation 6 and 7 games (but that only adds more grinding, not necessarily makes the game harder)
