Yea it’s just the best of what I got at the moment, I hear the IVs dont really matter until you get the upper echelons of PvP which well I’m not I’ll give gligar the go
I use pvppoke for moves, but then decide myself. For example talon flame you want flame charge as your bait move, but then BB helps win some otherwise unwinnable matchups or fly is more consistent with the winnable matchups.
You need to decide what role it plays. Since it is in your backline that means you might swap to it. Which i would then think that fly would be better than brave bird.
Brave bird would be better for the lead where you build up energy, opponent thinks you are going to flame charge, but instead throw brave bird and then swap.

Gligar lead, azumaril, talonflame. The Ivs don’t look great for PvP on most of these

I would refer to pvpoke for fast/charged move combinations. You really want the extra charged moves to bait shields
