are you sure you didn't just save before beating surge and then beat him and forget to save after? that's the only thing i could think of.
also surely you can still beat it if you get best mons possible (i believe ur on easy mode since level 37 for surge) then erika should only have a level advantage of about 3-5
You probably have skipped one of the battles that affect the level curve. Do you remember using walk through walls cheat to bypass some areas? Have you skipped an important boss, such as Archer at the end of Mt. Moon? Because that battle affects the level cap too. If you have not defeated him, the level cap will not increase.
I am pretty sure I've beaten all the required battles. I had a previous run that I reset to download 4.1, but that run was still normal and the level cap encountered zero problems.
Do you have any cheats active? The last time someone had a bug like this they had wall cheats active and had skipped a boss fight by accident.
Also the cap for surge is not 37. Its 35 on normal mode and 36 on hc mode. After beating surge you're suppposed to to the rock tunnel and then to lavender and straight to Erika. Maybe you skipped an ealier boss fight?
I'm currently doing my first ever playthrough of RR and i've learnt that it's not like every other pokemon game where i can just solo a gym, if you're struggling then you probably want to incorporate more fire,ice and flying into your team. you level so quick it doesn't matter if you need to bench pokemon and get them out later

34 on normal mode. I actually agree with you though, OP skipped an important boss battle that modified the level curve somewhere.

They are 43-44, the level cap should be 44

erika has a lvl 44 lvl cap and i can't seem to figure out why you seem to be stuck at 37

That level cap is absolutely not correct, Erika’s cap is 44
