Victoria Pedretti and Mia Goth are the two that immediately come to mind for Harley in a traditional comic book movie. And I think Kirsten Dunst could've also totally pulled off a darker Harley alongside Heath's Joker tbh.
Flipping it around a little bit, I've always imagined that, if Harley Quinn had already existed back when the first Batman movie came out, the perfect actress for a Harley opposite Jack Nicholson's Joker would've been Carol Kane:

After the episode of Black Mirror that she was in I feel like Annie Murphy could really pull off the roll!
I could also picture Sydney Sweeney doing a good job with it
OMG I thought she was terrrrrrrrible in Suicide Squad (the first one by David Ayer). I used to touch friends who saw the movie and whisper "Enchantressss ...." because I knew they hated it, too.
I only saw the movie once (and parts of it twice), so I don't have the best recollection of whether she was totally competent and it was all the script/editing/direction. I don't think so, though.
Wow, I hadn't seen that and didn't even know she was in it. Truthfully, I've seen her in one movie (Valerian) and she was kind of wooden in that. I was just going from her look and vibe in modeling!
