Why would they spend time making awesome hats for npcs instead of for the player? lmao

So true even if online have some of those hats most of the best looking hat aren't available (jim boy calloway hat, hosea hat, lenny hat, most bounty hunter npcs hats or sadie hat) honnestly they gave all the good hat to others npc and only left a few for Player that are decent
