My guess is that the H is for horsemen, and the G is for where the unit was raised from like Greensboro or something. Casual googling shows letters on military hats from the 1800's denoting the unit name.
According to Wikipedia, the Hardee hat was required to have a brass adornment denoting their unit right there in front. I think you’re right that it’s something like Greensboro Horsemen, but it should be a brass hood ornament thing. Maybe that’s some kind of oxidized residue.
I'm not 100% sure, but I'll make an educated guess:
That hat looks quite similar to a slouch hat which was commonly used by soldiers during the Civil War. Many soldiers would often put letters, numbers, or symbols on their hats or uniforms to allow for quick identification while on the battlefield. These symbols can mean a multitude of things, for example, what regiment, platoon, division, etc, the soldier is a part of, who the soldiers general is, etc. In this case, the hat (judging by its color) is a Confederate hat. A famous (or infamous, however you would like to look at it) general in the game is General Quincy T. Harris, a well-known and relatively respected general due to his actions at the Battle of Bolger Glade in Scarlett Meadows. Whoever this hat belonged to likely fought under the orders of General Harris during the Civil War, hence the letters GH for General Harris.
