They're pissed that Drago is getting knocked around like that in the ring. Drago is going through some personal struggle during the fight, whether he needs to fight for his country or for himself. His wife, his coach, his country don't care about him and all this in his head while fighting against a man that is vastly inferior to him just keep coming at him. He got frustrated and was only thinking about the fight with his coach and others badgering him so he said fuck it and lifted his ass up off the ground haha.
Stallone in Rocky may have been good with the hits, had a little more meat on him back then where he was his 3% body fat shredded look by the time IV came around.
He says roughly “you idiot, our people are cheering for him!” And drago snaps because he doesn’t care about the Soviet Union, or the crowd, or the Premier being there. He sees why he’s losing so in defiance he (drago) throws him to the ground and shouts to the world “this is for ME! I fight for ME!” a very independent sentiment and very anti socialist. But it’s too little too late for him. He’s fighting the guy from the gutter who will literally not stop unless you kill him.

Of course and little behind the curtain insight, apparently Dolph broke one or two of Stallone's ribs while they were filming the fight scenes.
That’s Stallone’s fault. He told Dolph not to pull punches so it would look more authentic. Thought he could handle it.
