Why are you concerned?
Thats between the owner & RM.
Realistically if they have a dog that eats what goes through the door, they have been negligent in making their letterbox safe.
The owner has responsibility for what their dog does. If their dog attacks the post then they have a responsibility to make their delivery point safe - for the postman as much as their dog. Or, you know, train their feckin dog.

Curiosity more than anything, but it would be nice to know in case she starts panicking and asks me what to do.
My advice. Do not get involved in any way. Let them speak to RM if needs be.
Fair enough
In my opinion, it's the owner's responsibility.

Responsibility lies with the owner for not dog proofing their home.
