And it’s possible that that is the case for even less. Binge drinking is even worse for you in regard to at least certain health risks than consuming the same amount without binging. And there are other health issues too that become especially apparent when you consume high levels of alcohol. New evidence has pretty decisively rebutted the theory that moderate drinking, even wine, is good for you.

If we're going by the textbook definition of "when a person consumes enough alcoholic beverages during a 2-hour period to bring their blood alcohol concentration (BAC) to 0.08% or higher" then absolutely yes because 2 craft beer pints in 1 hour at a bar/brewery will do that to most people. So by that definition if you like to go out once a week and drink two 7% ABV craft beers in the first hour after you get to your hangout spot then you are part of "the red".
This is useless. It's got to be per-capita or something because if you look at Arizona, it's got Coconino County (**144k people**) as the heaviest drinking *OVER* Maricopa (**4.5m people**).
